Since rspec 3.0.0 is released on 2014/Jun (almost 7 years ago), Fedora's rubygem-rspec is upgraded to 3.x on Fedora 22 era, and compat package rubygem-rspec2 is introduced.

This is simple grep over Fedora .spec files:

I'd suggest to drop cliver from Fedora. Nothing depends on it, it is abandoned upstream and there would be necessary more fixes then just addring rspec-its dependency.
rubygem-expression_parser.spec:BuildRequires: rubygem(rspec) < 3
The test suite is fixed upstream, so I have fixed this package in Fedora [1]. But I'm going to orphan it anyway. It used to be needed just by WikiCloth, which was removed from Fedora some while ago already.
