If you want to start with Ruby package, I encourage you to take look at gem2rpm, which can help you to provide basic .spec file for Ruby gem file.
And also good question is always where to start. The good answer is to start poking around thing which are close to you heart, e.g. the stuff you are using.
If you are still unsure, we have quite old Cucumber in Fedora. There are folks busy working on the update (Pavel Valena and Jaroslav Prokop), however it needs more work on updates and package reviews. So feel free to join this effort.

I'm new on Fedora Community. I want to join Ruby SIG. I would like to give back and would like to contribute to help to packaging Ruby into Fedora. But, I never do that before.
