The release of Ruby 3.0 is coming close and to be ready for rebuild
after Christmas, I have submitted the Ruby 3.0 change proposal . It
is already in `ChangeReadyForWrangler` state, since I don't expect any

So far, there are changes in bundled gems. The RSS and REXML gems are
not bundled gems, therefore I extracted them into separate subpackages,
while Net::Telnet and XMLRPC were dropped from Ruby and therefore
ruby-libs now obsoletes these two packages.
