Sounds like you need to run repair on the system_auth keyspace. Try the following on each node,

$ cd <RHQ_SERVER_HOME>/rhq-storage/bin
$ ./nodetool -p 7299 repair system_auth

Do you get a whole bunch of output from nodetool? If so then go ahead and restart your RHQ server to see if the problem is cleared up.

Do you have more than one storage node? If so, is one of them down when you get this error?
