I'm not sure but at the front of that driver url I see "jbdc" instead of "jdbc".

I have the proper driver which works in my current 4.11 install:  ojdbc5-11.1.0.7.0.jar
This is located in rhq-server-4.13.1/modules/org/rhq/oracle/main
 
Am I missing something?
