It appears the JBoss Appserver is not starting up. Nothing else is listening on port 9999, but its receiving the connection refused error. We obviously are
upgrading here, so the current 4.11 version of RHQ works just fine.

I'm not sure but at the front of that driver url I see "jbdc" instead of "jdbc".

I have the proper driver which works in my current 4.11 install: ojdbc5-11.1.0.7.0.jar
This is located in rhq-server-4.13.1/modules/org/rhq/oracle/main
Am I missing something?
