Basically it boils down to the fact that there is a bunch of "global"
permissions that are applied in all situations.

Then there are resource permissions that are applied strictly on resource
groups associated with the role. I.e. it is not enough for the role to have
all read perms, you need to tell what resource groups these perms should be
enforced on by associating resource groups with the role. No other resources
will be accessible to the users of that role.

If this is not what you're seeing then that is of course a serious bug, but I
sincerely hope you only didn't realize the need to associate resource groups
to the roles.
