In my experience of retiring packages recently which I was not owning, Package owner (POC) can retire his package without any issues then any provenpackager can retire package but it will not work because a provenpackager can only commit changes in git and submit PR for fedora- comps but no changes will be made in pkgdb and koji. I think its only the members of cvsadmin group who can fully retire packages.

May be it would be nice to improve fedpkg to allow "retire" command only for people who can actually use it, since it typically does the commit first, just to later fail on retiring in pkgdb. That's suboptimal ...
