* Describe the issue
I need to break the ABI of libLLVM.so without a soname bump in order to fix an llvm bug[1]. I need a side-tag in order to rebuild all dependent packages without creating a disruption.

Users will not be able to link programs compiled with clang against Fedora's llvm-libs package.

dridi reported a new issue against the project: `releng` that you are following:
``
* Describe the issue
The apt package is currently apt-rpm, I would like to take ownership to retire it in f30 and rawhide to later introduce proper apt (review request submitted already).
fedora-package-config-apt should be retired too, for good, I'm planning to do that.
There is also a synaptic package recently orphaned along with the two above, I think it should be retired too even though it could in theory pick up the next (proper) apt package once available.
* When do you need this? (YYYY/MM/DD)
The sooner the better, ideally while it's still possible to retire things in f30.
* When is this no longer needed or useful? (YYYY/MM/DD)
Does not apply :)
* If we cannot complete your request, what is the impact?
According to apt-rpm upstream Panu Matilainen, the project has been dead for a decade, cannot be contained by SELinux by design, runs as root with network access, and has known vulnerabilities.
And also that blocks the "apt" package name and prevents me to introduce upstream apt and sbuild to Fedora.
