Kevin and I found a bug in pungi [1] that was causing our
nightly pungi runs to fail.
We downgraded the version of pungi for now until the issue
can be resolved.

ATM I don't see anything in this change which specifically involves rel-eng. Although some changes to the compose recipes will be involved to add the 32 bit UEFI grub build to the x86_64 boot media.

This means it should be part of the mass rebuild for f27 (unless we disable it again). It cleans up the debuginfo and build-id file layout in packages. But should, as far as we know, not not need any explicit release engineering actions.

At this point:
* No extra deliverables for releases are expected
* The existing deliverables are not modified
The goal is to keep Flatpaks and server containers very much in sync and going through the same code paths, so as releng processes are adapted to deal with applications and modules that are independent of the major Fedora release schedule the same work will handle both types of containerized content.
Unless self-service ways to create dist-git repositories in modules/ and containers/ or the suggestion of "self-contained applications" with rpm+module+container directly in rpms/ is suggested, there may be a considerable increase in the number of requests to create modules and containers, since we eventually expect many hundreds of flatpaks within Fedora. We'll try to keep the number small until we feel the file formats and tools are sufficiently mature.

As discussed with @ausil and documented [here](https://lists.fedoraproject.org/archives/list/rel-eng@lists.fedorapro… I would like to start running the fedora-atomic daily pungi runs so we can prepare for two week atomic release.
I have prepared a `fedora-atomic.conf` pungi config and posted up the PR [here](https://pagure.io/pungi-fedora/pull-request/272). Please review that PR and let's work to get those changes merged. After merge let's set it up so that this pungi run starts happening just as the f25 atomic run is.
