By saying we should use strict PEP8, does that mean you want to get
rid of the linter settings we have in .arclint or leave it there?
Keep the linter and get rid of most, if not all of the exceptions we
have in there was my thought. At a bare minimum, start requiring that
pretty much all lint issues be fixed prior to accepting a diff
