tl;dr: pip 10 will make its internal API unavailable, so packages that have code depending
on it will break.
According to the announcement, there is still 1-2 months before the release however I
expect a lot of breakage when it lands on F28, so if your package
relies on pip's internal API you might want to take a look for potential issues [1].
