fedpkg wasn't installed on either box. I forgot this when doing the
transition to git based SCM. I've resubmitted the task. We'll see
how it goes now. Sigh..

fedpkg needs to be installed in the chroot not on the box. make sure the
srpm-
build group matches the primary arch one
