Change in php-pear-1.9.4-5.el6

With php-pear-1.9.4-5.el6 in RHEL / CentOS 6.8:
1/ date.timezone is defined in pear/pecl commands
Which means much less warning during package build / installation.
2/ %pear_metadir is now defined in /etc/rpm/macros.pear
Which means we can drop the fallback value in our packages
(excepted if EL-5 is still a target)

I think the most important change is

Other change is the update of ZendFramework 2.4 (single big .src.rpm) to
2.5 (1 small .src.rpm per component, ~50 packages)
I don't see any other big change, but add the SIG in CC if other
packagers have other ideas.
