bugzilla fails to build with Sphinx 3.0.0.

Testing and mass rebuild of packages is happening in copr. You can follow these
instructions to test locally in mock if your package builds with Sphinx 3:

Sphinx 3 will be included in Fedora 33. To make that update smoother, we're
building the dependent packages in Copr.
We'd appreciate help from the people who know this package best, but if you

our side.

Description of problem:
EPEL 5, 6, and 7 provide perl-Curses, EPEL8 doesn't.
Version-Release number of selected component (if applicable): N/A
Steps to Reproduce:
1. boot CentOS 8
2. enable EPEL
3. dnf install perl-Curses
Actual results:
Package does not exist.
We need perl-Curses to get "mtop" running, so we're kind of blocked. If there
is anything I can do to assist in this, please let me know. Thank you!
