We need it to build perl(Cairo::GObject) and perl(Cairo::GObject) is needed for
perl-Glib-Object-Introspection and these are needed for perl-Gtk3 and perl-Gtk3
is needed debconf and clamtk and debconf is needed for pbuilder :P

Fedora Packaging Guidelines allow dependencies only on files/directories from
/usr/bin, /usr/sbin and /etc directories[0].
Your package depends on files/directories outside of those. See below for more
information about package/dependencies.

Please correct those or provide reason why is it correct.
It is very important to not download huge filelists.xml just because few
packages in distribution depend on non-standard paths.

Could you please branch and build perl-DateTime-Format-RFC3339 for EL8 ?
It is in the dependency chain of a package I want to build for EL8.
master branch rebuilds properly against epel8 target.
I can maintain the epel8 branch (and others too) if you wish. My FAS username
is xavierb.
