Try prefixing the group name or id with @, e.g.
$ mock -r fedora-rawhide-x86_64 -i "@C Development Tools and Libraries"
$ mock -r fedora-rawhide-x86_64 -i @c-development
Another alternative is:
$ mock -r fedora-rawhide-x86_64 --pm-cmd and-whatever-dnf-command-you-want-to-use-here
(actully it is YUM command for EPEL buildroots, there are even specific
--{dnf,yum}-cmd alternatives). In your case, this should do the job:
$ mock -r fedora-rawhide-x86_64 --pm-cmd group install "C Development Tools and
Libraries"
