Erhm... But what about all those existing user bases introduced when
only the range below 100 was reserved? My uid at the uni has been 404
since 1991. FWIW, it wasn't an HTTP error code back then, to the best
of my knowledge; it was just the number right after 403.

I suspect that we'll find that due to poor historical planning, every
UID above 100 is used by someone, somewhere.
