Yes. This is the case.
I dislike using the word Exception in something that's meant to
be
permanent because exceptions are things you want to get rid of. Since
this is something that we're seeing a continuous value in maybe
"JPackage Subrelease Policy" would be better. Use of the subrelease by
itself is generic enough that we might even consider extending it to
cover other situations if there's a legitimate need for it in the
future.
Agreed. I'll rename it accordingly when it gets out of Draft.
