you can do it like this. It will avoid the problem of that specific
%license-file being listed twice in the resulting rpm.
%files
%license %{_datadir}/%{name}/docs/LICENSE
%doc %{_datadir}/%{name}/docs
%doc %exclude %{_datadir}/%{name}/docs/LICENSE
