You probably want Requires: vulkan-loader for /usr/share/vulkan. For the other one, I'd just use %{_libdir}/%{name}/ and have it own the whole folder itself.

This needs a bit more coordination with upstream. My MR likely wont be merged based on documentation on https://gitlab.freedesktop.org/monado/monado/-/blob/main/doc/packaging-notes....
