Sorry for this, I think it was caused by a typo in the changelog.
It should work now.
Look at the error above again
BUILDSTDERR: /bin/sh: cc: command not found
So it's looking for cc
$ rpm -qf $(which cc)
gcc-8.2.1-6.fc29.x86_64
