Update Information:
This update backports the fix for [a
bug](https://bugzilla.redhat.com/show_bug.cgi?id=1466093) which causes the
openQA FreeIPA server upgrade test to fail on every run. The bug involves a
failure when trying to remove two services with overlapping rules.
