This update corrects some dependency issues in tito. It removes a dependency on
`fedora-cert` which has not been necessary for some time, and prevented tito
from installing properly on Fedora 29 and later as the package has been retired.
Tito also assumed that the `cheetah` binary would always be in `python-cheetah`,
but this is no longer the case in Fedora; it is now in `python3-cheetah`. This
meant that if you did not happen to have `python3-cheetah` installed for some
other reason, any tito path that went through the code that calls `cheetah`
would fail. This has been fixed.
