Changed the --target for ARC (#1600183) so that it's not bound to the arc700 cpu
type (which is almost obsolete) or uclibc. ---- Ported a bugfix from
binutils-2.30-26 and added ARC arch support (#1599744). ---- Upgrade to
binutils-2.30. Fix the ppc{,64,64le} symlink package problems whereby some
stuff was being installed on the other side of the symlinks which shouldn't have
been as it was already contributed by the corresponding powerpc{,64,64le} rpm
(bug 1569686).
