This is a minor annoyance that I also had in Fedora 33.
Still there in Fedora 34.
The lower left task manager has Firefox, Dolphin file manager and Discovert software Center icons anchored, but a blank icon is really Firefox , the Firefox icon is really dolphin and the Dolpin icon is really the Discover software center. I.E. everything is offset by one.
Does anyone know how to fix this?

You need to check with the KDE SIG. All of those settings come from there.
I looked, found a lot of similar or the same complaints, but no solution yet.
