I see your mirror listed here for example:
curl "http://mirrors.fedoraproject.org/mirrorlist?repo=epel-6&arch=x86_64&..."
and according to the information in MirrorManager your mirror is up to date. The log from the crawler is empty which is a bit strange and your mirror is indeed not listed on the mirror list web site. This list is not really important for clients being automatically redirected to your mirror. So something is definitely a bit strange. It could be related to the fact that the crawler cannot find files on your mirror but the report_mirror script marks your mirror up to date again. As the list on https://mirrors.fedoraproject.org/publiclist/ in only generated once a day it could be that your mirror is always marked as not being up to date during the time this list is generated and shortly after report_mirror running on your host sets the right status again.
And I just see the OOM killer was active on the host running the crawler. So this might be related to your problems. Thanks for letting us know. This should be fixed in the next 24 hours.

Your MirrorManager entry looks correct so far. To specify the URLs you have to click on the "Categories Carried" -> "Fedora EPEL" in your case. That is where you can enter the URLs.
You could manage both hosts under one site. This means you do not have to create a site for mirror-fr1.bbln.org and mirror-fr2.bbln.org but just a single site (e.g., bbln.org) and add both hosts under that site. You can also just leave it as it is. Whatever suits you best.
The entry under "Categories Carried" is correct it just needs some URLs and you should soon see traffic on your mirrors.
