(quite a time ago ...) the mirror-system ftp.wrz.de got available via IPv6 at 2003:d1:3012::400 (AAAA entry for ftp.wrz.de was added and reverse-ptr-v6 also works) and has been upgraded to a 300 Mbit/s uplink.
It seems to also work for fedora because since the DNS-entry was up there was traffic v6. It is still not listed in https://admin.fedoraproject.org/mirrormanager/mirrors/EPEL/7/x86_64 to be "IPv6 available".
Please correct the entry and allow 2003:d1:3012::400/126 to sync from TIER-1-mirrors.

At the moment, the only netblock registered by the admin of wrz.de is
Site-local Netblocks Netblocks are used to try to guide and end user to a site-specific mirror. For example, a university might list their netblocks, and the mirrorlist CGI would return the university-local mirror rather than a country-local mirror. Format is one of 18.0.0.0/255.0.0.0, 18.0.0.0/8, an IPv6 prefix/length, or a DNS hostname. Values must be public IP addresses (no RFC1918 private space addresses).

We do not track IPv6 for the Fedora mirrors. The mirror either resolves via IPv6 or not. There is nothing on our side. There are a few mentions of IPv6 on the link you mentioned. But that is from the comment field in MirrorManager where you can enter whatever you want.

We do not control the ACLs from tier 1 mirrors. Please talk to the tier 1 mirror you are syncing from.
