Me pongo en contacto con ustedes para preguntarles una duda que tengo sobre unos archivos que se encuentran en los mirror de fedora, en el apartado updates. Dichos archivos tienen la extensión .drpm y están contenidos en la carpeta del mismo nombre.
¿Qué función tienen esos archivos?
¿Necesitaría descargarlos junto los otros archivos .rpm para crear mi mirror local?

MirrorManager should correctly detect that your mirror has no DeltaRPMs and only redirect clients which do not request DeltaRPMs to your mirror. So yes it should be possible to exclude those files if you want to. If I remember correctly DeltaRPM support is enabled as default and currently you have to disable DeltaRPM support manually in Fedora.
