I've been running fedora.is for many, many years at Siminn. We are now currently moving it to a new server at a new location. the IPv4 and IPv6 addresses will change. The name (fedora.is) will not change, but I do like the hostname of the new mirror server, which is mirrors.opensource.is :)
What are the ACL and/or mirror-manager changes I need to go through to get this done?

Most mirrors (besides tier 1) are not on any ACL, so probably no ACL changes necessary. You should be able to do all MirrorManager changes on your own. If you need help changing things, please let us know.
