To be a Fedora mirror you have to add your mirror information to Fedora's MirrorManager? Have you done that? There is entry in the database which has been created some years ago:

Did you create that account and MirrorManager entry? Or was that someone else?

Thanks for supporting Fedora. You really should sync from a close tier 1 or tier 2 mirror to speed up syncing. Your mirror entry in MirrorManager looks correct but important directories are missing on your mirror. You only have core, extras and development. core and extras is obsolete and the important directories releases and updates are missing.
