I have just checked your mirrormanager entry and it is not completely
correct. Please use the category "Fedora Linux" and not "Fedora Core".
"Fedora Core" is old and deprecated.

Fixed.
You also need to add /linux to the URL serving the "Fedora Linux"
category.

I had add the /linux to the URL.
Now it works:

# repo = fedora-17 arch = x86_64 country = RU 
http://mirror.yandex.ru/fedora/linux/development/17/x86_64/os/

Your mirror is now listed and you should see clients getting redirected
to your mirror.
