The "Fedora Linux" category includes all directories under pub/fedora/linux/  {development,releases,updates}.  You must mirror (excluding whichever directories you wish), using the same directory structure containing those directory names - we can't find any arbitrary directory structure.  What you have is part of the releases/ directory structure, so you're one level too deep, so you need to make a directory releases, and move 12/ into that. so you match.  Make sense?

After that, run report_mirror as you have (editing the report_mirror.conf to match the new directory), and when you look at:
https://admin.fedoraproject.org/mirrormanager/host_category/4867
(which is the Category "Fedora Linux" for your host), you will see all the directories releases/12/ and thereunder.

Please use a tier 1/2 mirror[1] close to you; create an account in the
MirrorManager[2]; register your mirror in the mirror manager;
enter your local netblocks in the mirror manager (if desired); run
report_mirror[3] and as soon as you are listed in the database as up to
date yum (and other clients) will be redirected to your mirror.
