Short story: Because nobody is willing to get the mingw.org toolchain (yes the old one) included in EPEL-6 for secondary architectures like the PPC target.

If really nobody is willing to pick up the tasks mentioned in the posting above then the only way to get rid of these automated messages is by retiring the mingw32-libpng package in EPEL-6 (I'm not sure how this package ended up in EPEL-6 in the first place..)
