I would like to cross compile an old linux game that has been orphaned long ago and is in the fedora archives. I need to have a mingw32 specific library of osgcal and osgal. What are the chances that these already exist and if not could they be added by request?

Neither have mingw packages, and the native osgcal package has been retired (see [1]). If you want those libraries for mingw, you will need to package them and go through the review request process [2]. Consider though that osgcal is apparently dead upstream and does not build against the latest OpenSceneGraph (see [3]), so you would need to fix that before packaging.
