It should probably be called i686-pc-mingw32-pkgconfig so the autotools (and possibly other build tools) find it. Or is the idea intentionally not making them find it automatically?
It's a good point. Actually at the moment it works fine (configure finds plain 'pkg-config', the pkgconfig libdir is set by an RPM macro, and so we end up resolving MinGW packages). Looks like some experimentation could be carried out here ...
