sets cited in the criteria, so it does not qualify as a release
blocker. It's accepted as a freeze exception issue as upgrades

we think the consequences of this are unfortunate but don't really
constitute a violation of the criteria, the 'data loss' scenario is
quite contrived and there is strong precedent to not considering
