I installed them:
$ dpkg --list | grep sigar
ii sigar 1.6.5-1

The header files are there, but the library is not in /usr/lib/, so it
doesn't work.
As far as keeping debian packaging files in the git repository I
think
it'll be a good idea to have distro specific folders under contrib. For
debian/ubuntu the only files we'd need to keep are whats found in
package-src/debian directory.
I suppose we can keep a copy there, but we'll need another repo, as well
(kind of like how we have matahari.spec upstream, but also maintain it
in fedora git). Once things are working, we will want to expand it to
other Ubuntu versions, which may require minor packaging differences.
This could be a new github repo, or could just be a bzr repo on
launchpad. The benefit of putting it on launchpad is there is probably
more docs for that approach.
