Not sure about the form of announcement you would like, but there is
such a thing as a battery monitor. Do a right click on the lxpanel, and
click on add/remove panel items. One is a rudimentary battery monitor.
It is not great, and deserves rework, but at least a crude item is very
much there.
The problem is that it doesn't work with recent kernels, see
https://bugzilla.redhat.com/show_bug.cgi?id=561311
I suggest to install either batti, gnome-power-manager or
xfce4-power-manager. All are available in Fedora's repos. batti is the
smallest, xfce4-power-manager the one with the most options.
