Does anyone know who this request is from? I assume that if people don't use their @fedoraproject.org address, it isn't valid.

If the person hasn't introduced to our team I would recommend against approving for now. What we'd like to see is engagement on the team first and then give ut appropriate access liberally to people who've committed to pitch in.
The group memberships are supposed to be by invitation only, and IIRC the group page is labeled that way.
