No, the file has all 6 tty lines there. To correct what I said before, only
/dev/console is working, all 6 ttys are not working. I could echo "hello" >
/dev/tty2, and it would show up there, but it just is not working, not
showing even the shell prompt.

Perhaps they modified the /etc/inittab and simply commented out the tty
stuff?
