In /usr/share/spin-kickstarts/fedora-live-base.ks it shows chkconfig's
in the %post section.
I do see an additional section that says %post --nochroot, not sure if
putting it there would help.

I believe the post stuff runs in the chroot environment that the image
build is run in, but not all of that makes it too the live image. For some
stuff you need to put it in a file that will run at boot time. Take a
look at what some of the ks files in the fedora-kickstarts do.
