Yes. Although there is perhaps some logic in using --skip-broken.
--skip-broken doesn't really apply here; it falls back to keeping an installed version of a package if what you try to select doesn't upgrade cleanly.
We should just be doing the right thing as far as skipping non-existent packages if you're using %packages --ignoremissing, much like anaconda does
