I'm not sure if this is an oversight, or if EPEL somehow gets a pass on
this, or if the situation is more complex. Our procedure of killing a
package in devel and letting it age out of Fedora doesn't really work
for EPEL, it seems.
This needs to be killed in EPEL as well. We should make sure it doesn't
end up in future repodata, as painful as that is.
