That is correct, even under what some (well, two or so) of us call
orthodox compatibility theory. As I see it, this analysis also implies
that nominal GPLv2-or-later is compatible with AGPLv3.
Also, form section 13 it seems that there is no difference if I link
or copy the software.
Sure, I have always read section 13 as implying some sort of source
file atomicity.
