Hello, I'm interested in packaging a library called SOFA, created by the IAU (International Astronomy Union). Sadly, they have created their license for the software, described here:

I would like to know if this license is valid for Fedora

It is not, this license is non-free because of clause 3c.

My curiosity requires that I ask if clause 4 is field of use restriction:
4. You shall not cause the SOFA software to be brought into disrepute, either by misuse, or use for inappropriate tasks, or by inappropriate modification.
I wonder who determines what is inappropriate. And what whoever came up with this was thinking.

Oh, I think spot and I both didn't even get to that part. Certainly, that's an even bigger problem.
