what are you trying to do? Josh already correctly suggested to add whatever
config options you need into config-local.
There is no one config file, it is a combination of config files merged
together. And 'make noint_oldconfig' does not create the config file,
just executes on .config.

I assume you added a custom patch to your rpm package. This patch
probably required an option. The fedora tree was designed to fail if an
option is not defaulted to on/off. So you have to tell the build how you
want to set the option.
In order to do that, you might need to understand how the config stuff
gets merged. It starts with config-generic and gets various arch and
kernel variant configs applied on top (overriding what was underneath).
The easiest thing for you to do is to take the config option that is spit
out as an error (CONFIG_TIPC_UNICLUSTER_FRIENDLY and others in your link
above), and add it to the bottom of config-generic with either a y/n/m
like so:
CONFIG_TIPC_UNICLUSTER_FRIENDLY=y
or
CONFIG_TIPC_UNICLUSTER_FRIENDLY=m
or
# CONFIG_TIPC_UNICLUSTER_FRIENDLY is not set
That should solve your 'make non_oldconfig' problem.
