There was just a strange error as I updated kde- settings-kdm-19-23.fc19.noarch to kde-settings- kdm-19-23.1.fc19.noarch:
/var/tmp/rpm-tmp.pJDvqd: line 1: fg: no job control error: %preun(kde-settings-kdm-19-23.fc19.noarch) scriptlet failed, exit status 1 Error in PREUN scriptlet in rpm package kde- settings-kdm-19-23.fc19.noarch
I now have both 19.23 and 19.23.1 installed.
I tried getting rid of the older one, 19.23, but the same error recurs.

I assume you got this from updates-testing?
Anyway, same problem here when I tried it.... System is a test system so I just did
rpm -e --noscripts kde-settings-kdm-19-23.fc19.noarch
:-)
