YMMV, but here is what I did....
1. Installed an alternate cursor theme. In my case, PolarCursor Theme. Tried each of
the 3 newly installed themes none worked as expected.
2. Switched back to Breeze and what do you know? The cursor shape changes to what
you'd expect when you're over the borders. Even get the cursor style for corners
now as well.
I have to eat my words. My *Cursor* theme was set to Adwaita, even
though the window decoration theme was Breeze. When I switched the
cursor theme to Breeze it all worked.
