Yes, well... What I'm getting at is that if you're either a novice, or you're not thinking, and you have a pure KDE system installed and you think you need to install NetworkManager-openvpn to get access to openvpn management you'll be left scratching your head when it doesn't show up.
I wonder how a distro like OpenSUSE, who's default DM is KDE, deals with it.

Yes, well... What I'm getting at is that if you're either a novice, or you're not thinking, and you have a pure KDE system installed and you think you need to install NetworkManager-openvpn to get access to openvpn management you'll be left scratching your head when it doesn't show up.
I guess one response is novices or 'those not thinking' shouldn't be removing random packages in the first place then. :)

There's a chance that adding a conditional to comps *may* help here. I'll look into that option.

OK. Just to be "clear", I am thinking of a situation where OpenVPN support isn't installed and some "fool" thinks it is enough to simply add NetworkManager-openvpn.

Right, the way comps conditional could work in this case, is it basically would be like:
if NetworkManager-openvpn is installed (or included in *this* transaction), when doing any install/update operation on @kde-desktop group, then pull in kde-plasma-networkmangement-openvpn too
